Smart buildings with zero energy: Italy ready for the challenge.
Indicator of building intelligence and restructuring of the building stock are the keys to the new plan established by the European Directive on the improvement of energy performance in the building sector. According to the aforementioned document, in fact, by 2050 the buildings will have to be smart and almost zero energy. A beautiful challenge that sees Italy in pole position. The peninsula immersed in the Mediterranean is one of the countries with the highest energy efficiency, with a primary intensity that is 18% lower than the average level of the other EU countries.
Since 2015, the new rules regarding the energy performance prerogatives of buildings have come into force. The Plan for the Improvement of Smart Buildings with Nearly Zero Energy (Panzeb) describes the features underlying national developments to increase their number, by clarifying on the requisites, evaluating the performances in the different typologies of use and climatic zones, and making an estimate on the actual and hypothetical costs necessary for their realization.
Considering that Italy is one of the nations with a considerable extension and climate variability, it is possible to understand how, despite the audacity of these measures, it is essential for the Government to implement building sustainability policies in compliance with the general European level. The '' boot '' has used one of the most valid and invasive tools to achieve these goals: the certificate of energy performance of buildings (APE). Important for the valorization, also at the commercial level, it expresses at best the canons necessary for the achievement of the improvement of the energetic and environmental quality in real estate in Italy. It constitutes, the first step for the creation of new dedicated professional figures and specialization in this sector (also breaking down the scourge of unemployment).
The path of Italy in terms of property energy innovation is not so recent. Also in the field of information and training, the Peninsula has worked through training courses for building energy certifiers through the channels of: • University • Research organizations and bodies • Advice, orders and professional colleges Training, control and management have been the basis of the winning strategy that has led Italy to participate actively in the field of energy efficiency. But now new tools for zero emission incentives and innovative returns are used extensively: among these the deductions tax, the thermal account and the system of white certificates.
According to what is established by law December 27, 2017, n. 205 '' For the condominial energy redevelopment interventions there is an increase of 70% deduction rate, for interventions that involve at least 25% of the building envelope and 75% for interventions aimed at improving winter energy performance and summer and achieve the "average quality" of the envelope, with a ceiling of 40,000 euros for each housing unit. '' The Thermal Account 2.0 improves the support mechanism for increasing energy efficiency and the production of thermal energy from renewable sources. White certificates are securities related to obtaining energy savings. The system is linked to the achievement of annual targets by electricity and natural gas distributors.
